Planning & Development: What would make the Difference!

So much has been told about the Philippine Planning Experiences during the 1st Development Decade in the 3rd World — this is 99.9% sure I SUPPOSE,  in almost all of the Graduate Classes for Masters & Doctorate Degrees from which most of the Stakeholders/Public Administrators in our Educational System commenced.

YET, why is it that UNITIL such a time as NOW, DEVELOPMENT is STILL LIMITED?

EDUCATIONAL PLANNING, as generally assumed is preparing the Education System to address what lies ahead — so as to achieve both short-&-long-term goals set by educational planners. The Introduction of Public Administration brought about various opportunities, expansion, mobilization of resources and a lot more attempts for TRANSFORMATION.

In the paper entitled “The Challenges to the Futures of Public Administration Education” presented by Maria Fe Villamejor-Mendoza, Professor of Public Administration and Public Policy, NCPAG, UP Diliman and Vice Chancellor for Academic Affairs, UP Open University at the 2012 International Conference on “Public Administration and Governance: Tradition and Transformation” held at the EDSA Shangri-La Hotel in June 2012, traces of transformation were revisited:

“Public Administration (PA) or the field of study and practice (Waldo 1955) intended to professionalize public practice, address development problems, reform societies, foster democracy and serve public interest and welfare, has undergone a number of transformations, shifts, movements and streams. In terms of sets of convergent concepts and approaches in the teaching, research and practice of Public Administration, which are dominant at particular periods, Carino (2008) mentioned four streams navigated by the discipline. These are: Traditional Public Administration (TPA), Development Administration (DevAd), New Public Administration (New PA), and Public Administration and Governance (PAG).

Brillantes, Jr. and Fernandez (2008) meanwhile divided the phases in the evolution of the field into only two: traditional or classical PA (from 1800s to 1950s) and modern PA (from 1950s to present). Above-mentioned successive shifts in concepts may have been regarded significant for we are currently experiencing “interrelated developments” [Mendoza, 2012] which include:

1)  The growth of transnational education (TNE) and the corollary advocacies for cross-border universal education, knowledge co-creation and sharing (e.g., education for all by the United Nations Educational Scientific and Cultural Organization or UNESCO, and open educational resources or OER); and

2)  The K-12 and moves toward international standardization.

However, considering for one, the commitment of Education For All [EFA] to dramatically expand educational opportunities for children, youth and adults by 2015 which, according to UNESCO 2013 Education For All Global Monitoring Report [http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/efareport/reports/] they will not realise , PLUS the current sudden implementation of the “K-12 Curriculum” which is yet unapproved & suspension of which is being sought by the Senate [http://www.philstar.com/headlines/2014/07/23/1349322/suspension-k-12-program-sought], Educational System & Administration may really be considered “at high risk” of excessive quantitative reinventions & orientations; over-centralisation of those who are in position within their term of service and to global and international collaborations, weakness in implementation and lack of evaluation aside from the fact that some stakeholders have just “embraced everything” without really looking into more important matters at hand — or if they do, they might at all be too hesitant to breakthrough “some steady walls”.

Depending on how we embrace them and value them as good or bad, would dictate the shape, structure and approaches of our ways of life, and in this case, our Public Administration.

We may have explored vast opportunities of collaborating with all sorts of transformation in our Educational System where we actually may have experienced different SEASONS of LIFE while along the way we’ve just allowed ourselves to get swayed by all sorts of weather and its various elements, some of which, we may have missed & did not recognise; and some, we’ve even misinterpreted — but HAVE WE REALLY IDENTIFIED OUR SIGNIFICANCE — the part we played?

It all boils down to ONE SIGNIFICANT SECRET!

The Weakness in our Educational System is not really in Implementation per se |pəː ˈseɪ!

THE TRUTH OF THE MATTER IS — OUR ANSWER:

how much PLANNING have you done in your life?

Have you really PLANNED ENOUGH for yourSELF?

We could never do enough for others if we cannot even IMPLEMENT “PERSONAL” PLANNING & ADMINISTRATION!

SO, what are the things that you want to: KEEP, DROP & CHANGE [Trongco, 2013] in 2015?

Believe that this time YOU CAN MAKE THE DIFFERENCE!

Be that development that the 3rd World needs to “come up with something out of nothing or whatever is left”!

I could honestly say that the most unplanned thing in my life was taking the teaching profession.however,i feel that this was exactly what God has planned for me and seemed to be a great blessing because it has opened lots of opportunities for ne to grow personally and professonally.I may have not apllied good plans though but one important thing I have realized was that we always are given chances to make things in the right way.
    What I need now is to KEEP GOING,DROP negativities and always CHANGE for the better.

      1. hmmpp…actually planning is always done before new year comes…..planning in school, planning in church, planning in an organization, in the ministry,,,and of course planning in ourselves or sometimes we have new year’s resolution in ourselves to come up with a better life for the coming years. In Proverbs 19:21, says “Many are the plans in a person’s heart, but it is the LORD’s purpose that prevails”. It is better to plan than nothing…..I always entrust my plans to God, if it is His will, it will succeed,,,also in Jeremiah 29;11, this is the promise of God that i really love……For I know the plans I have for you,” declares the LORD, “plans to prosper you and not to harm you, plans to give you hope and a future.

  2. Keep! Drop! Change! The motto that everyone must practice. This coming 2015 I myself must be the first one to do this. I will continue to be more faithful to God wherein giving and surrendering to him all my plans, my ambitions, my family, love ones friends and of course my carer now, in short faith, giving and surrendering must be KEEP. Those fears, negative factors, weaknesses must be DROP while some attitudes like being self centered, impatience must be CHANGE. By this K D C, SIMPLE PLANNING but for a long term goal will be easy for me to do. It must start from ourselves to be more meaningful and productive. So just keep this motto and everything will be succesfull.

  3. the future is uncertain,,,nobody really knows what lies ahead…so, we “PLAN”…but the problem is, plans, like promises, are meant to be broken…even if that plan was conceived by a big corporation and by men who have big degrees and years of experience!!!..

    .yes, it may fly when implemented…but how long will it stay up there???…

    nobody knows…

    the problem, for me, is sustaining the implementation of that “PLAN.”
    the men who seats at the top must see to it that the implemented plan is sustained and the future successors must also see to it that there is “CONTINUITY,” especially if the plan is reaping great benefits for the majority.

    PLANNING is easy…IMPLEMENTING is a “bit” hard…SUSTAINING it is one tough cookie.

  4. Planning is something that must be done well because it’s the reference point in order to arrive in a good result. Well it’s easy to plan but implementing it is the hard thing to do. We easily utter things we like to do, but since it takes a lot of efforts to let it happens most of it failed. Many factors affect in making plans to be successfully done.

    In the coming year I want to live bounded with the saying Keep, Drop and Change. Such a good saying that can guide me to run my life in the 2015. I want to keep the good heart of mine that ever ready to extend my helping hands to my family and other people around me. I should keep my closeness to God and let my faith be my sword against the hardship in life. I’m planning to drop the negative side of my personality for I know it’s the hindrance in achieving my goals, and of course I want some changes to takes place in my life. I want to be a better person who can be an asset in an organization where I belong.

  7. Few days remaining before the year 2014 will come to say goodbye….and a new year is coming for us to embrace a new life. DROP the least, KEEP the best, and CHANGE what is really necessary for us! Planning my new year to come is really easy, but to implement is what I don’t know. But if I’m going to focus and stay what is in my plan, maybe I can implement well all my plans in life. I should also be flexible enough and ready for any changes, any circumstances that may affect my plans. Planning for my new year is always with the guidance of our dear God, so that all my plans should be align in His will and let His will be done, not my will!

  8. I for one seldom do planning in life or maybe I’m not aware that what I’m doing is already a plan. The only “plan” that I do is the lesson planning. As an example, taking education is not what I want, it just happened that the course that I chose has already achieved their quota.
    But this coming year I will try my best do a plan. I will follow the Keep, Drop and Change. I am inspired to do the KDC,it will serve as my guide or direction in achieving my goals for the next year. I just hope that I can accomplish it.

    my vision is for my students to have a fighting chance out there…
    my mission is to even the playing field by equipping them with
    the knowledge and confidence to slug it out with the best…

    yes, it may sound like a pipe dream, but i believe that they are equal
    if not better than their counterparts in other schools…and if they are
    trained and prepared by us teachers…am sure they will make us proud.

  11. Planning means to forecast your future. But there were some plans which did not matters for certain reasons, maybe unexpected situations or priorities. My KDC in US Plan in 2015, Keep pursuing to earn an additional units in masteral and graduated on 2016, Drop those complaining attitude specifically in work assignments….instead accept first before reasoning to avoid negative feedback from my superior….and Change from a typical educator to more an inspiring educator for my students, colleagues and the institution.

  12. I, for one, am an enthusiast on planning. No one lands wonderfully and quickly to his/her destination than a person who has devoted himself/herself to great yet realistic means. Although it’s true that we do not always exactly end the way we would have wanted things to happen, we are always better off when we plan (which should incorporate handling possible setbacks).

    This 2015, I’d like to KEEP attitudes and virtues that have proven to do great works in me. These include KEEPing “love, joy, peace, long suffering, goodness, faith, meekness, and temperance”. These wonderful fruits of the SPIRIT in Galatians 6:22 are priceless yet very hard to master. I do thank God for the miraculous works they do to me just each time I exercise these Godly-virtues. I am praying though that I can exemplify them not only in unique occasions but to practice them each time.

    I intend to DROP unnecessary worries and fears – to set aside those things that would burden me in my 2015 journey. I’d like to DROP any pessimistic thoughts as well. 😉

    Lastly, I want to CHANGE habits that have slowed down my pace and kept me from accomplishing my goals. Procrastination is one. I am a crammer and I know I’ve got to get rid of needless stress in my life. I also see CHANGE as turning my sour experiences to wonderful chances (the idea of using lemons to make lemonade).

  15. Planning is very essential in attaining success in every aspect. As what usually happens, unplanned decisions mostly fail. Personally, becoming a teacher and untimely getting married because of unexpected pregnancy are the things that I initially thought would hinder me in the realization of my dreams to have a blissful life, most especially in my dream of traveling the country and the world. But accepting the reality of being in this situation, and finding ways to achieve happiness and contentment really matter. I have, together with my partner and God in the center, have learned how to improve the situation and stay on the right track and still achieve the dreams I had, but this time, with an addition of two as companions.
    As what Dr. Trongco said, in life, we should keep, drop, and change.
    This 2015, I will keep the best practices such as good planing aligned with my vision on being a teacher, a mother and a wife. I will also keep the desire for learning and finish what I have started in the graduate school. As they say, strike while the iron is hot.
    I will drop the doubts I feel in achieving my goals in life. And to also drop the too much spending on the unnecessary things.
    This will lead to change, a change for the better, a better life with my family, a much better surroundings because of a much better me.

  17. Planning is the fist and most important function of management. Without planning the activities or the things you want to do have a bigger chance to become meaningless or lesser chance to succeed.When planning, possible changes in the future will be anticipated. In this way, the risk of future uncertainties can be minimized. Just like the recent problem in education, the implementation of the K to 12 program, its about to be fully implemented, but still faces many problems. I’m not against the flagship of the government because they wanted to make a change in the education system, but the problem is the lack of learning materials and facilities. How can change for a better if it faces many problems? So I think they still need further planning.
    As a teacher, I will just do my duties and responsibilities to impart my knowledge and skills to prepare my students for a better future. I will KEEP my dedication to my chosen profession, also keep my best practices/good deeds as a wife, a mother, and a friend. I want to drop my fears of facing big challenges. And lastly, I want to change for a better life.

    1. Planning is very important because it is like a sketch or dummy. It serves as our guide for a better output. Without a plan, things will not get organized. When we plan, we should always have the PLAN A and PLAN B so that when Plan A will not work, there is a reserved PLAN B.

  18. planning means that you are preparing for your future, but before we can get a better plan we should have strategies how we can get a better plan for us…we should have focus on the things that we want to have or to achieve.. like me my plan is to finish my masteral degree before my 2 sons got into their college life, because if i will not do this today i know i cannot accomplish what i need to be accomplished because i know for sure that i will prioritize my son’s education than mine… so Plan ahead to have a better future.

For me planning and development would make a difference in the 21st century and beyond primarily when I ‘ll keep my stength in doing my job like as a teacher in primary grade i’ll make sure before my pupils reach in intermidiate level they are all readers. Yes! surprisingly few pupils are promoted to the next level even they can’t read yet..I’l drop my weakness that when I’m stressed , I stop working then cramming afterwards to finish my undone work..I’ll change to do the things to be done promptly to the best that i can

    PLAN FROM THE HEART as Ma’am Gail said. Planning is a cognitive process that requires thinking but heart should also be there once we plan. We plan because we want to implement good changes and we do it for mankind. Our mind is connected with our heart. they should work hand and hand in order to come up with a holistic plan.
    The thing that I will : KEEP, DROP & CHANGE in 2015?
    KEEP- learning new things, adapting changes and accepting new roles as a teacher, as a mother as a wife, as a daughter and as a citizen of this country. I will keep the good vibes that I get from the people around me. My being happy person despite the many obstacles that i face. I will keep the fire burning and never let it die.
    DROP- my cramming attitude. “bukas na lang”. I thought this was good for me but i realize i can do better if i do things ahead of time. cramming makes me work but i can do better if i will give more time to what i am doing.
    CHANGE- i should plan every detail of my move. i am a very aggressive person, i do things quickly but now i should think not just twice but thrice. look at the strengths and weaknesses of each detail.

    Planning: Road to Greater Difference

    One of the secrets of success is good planning.
    Planning is needed in all areas of our life. Be it in simple meal preparation or in the field of education. Be it in a battle field or in space exploration. Be it in planning for a trip or simply what movie to watch on weekends. That’s how important planning is. I can’t picture out a project a product of on-the-spot thinking. Can you?

    Taking a glance at the structure of my personal life, yes, I have planned, ninety percent, for what I am now. The remaining ten percent are the targets I haven’t achieved as of the moment and that is what I am working for.

    When I was a grader, I planned to graduate high school, finish college, get a job, explore places, go abroad and write. I pictured these things to happen in my life.and it happened. I haven’t pictured out myself a home buddy so I got it. I am a freelance person exploring the world continuously to the peak of my own freedom and independence. So what’s the connection? What you planned, the details in it, the picture it paints stuck in your mind can be the destination you can reach. In short, PLANNING shapes our future.

    So have I planned enough for myself? The answer? My planning was not best enough. Why? I was not that so specific with my timeline. Had I been so accurate enough with the target date and year to achieve my goals, then I could have used my time wisely. It is not yet too late to fix things and put them in proper angle and perspective. While we live, there are a lot of opportunities to grow and be useful to the world.

    I agree to this statement: “We could never do enough for others if we cannot even IMPLEMENT “PERSONAL” PLANNING & ADMINISTRATION!”. This is correct. How can we plan and implement for others if we ourselves are disorganized? We have to “engineer” plans to be able to come up with a better us, worthy to called planners and goal setters.

    AS to the question “SO, what are the things that you want to: KEEP, DROP & CHANGE [Trongco, 2013] in 2015?”, I first begin with my personal life before I go out to apply KEEP, DROP, CHANGE in the world outside me.

    I keep my interest to go on with my masters studies whatever it takes–be it budget or time constraints, I keep my BURNING PERSISTENCE to finish Masters Studies no matter how hard can the TURBULENCE be! I will continue to fight till the end.

    I DROP my too much independent attitude at times. I have to admit that I cannot do things on my own. I refuse to seek help sometimes because it made me feel that I am weak if I do so.

    I CHANGE my lack of organization with my things. I don’t keep note on a specific notebook. I can write on any paper I am holding and I care not putting them in orderly pages. When I search for those notes, I cannot find them anymore.

    Let’s go outside my personal life.

    As for education, WHAT to keep is that the good reforms that lead Philippines to 21st century education. What to drop is the inconsistency of implementation of reforms and what to change are the educational programs that do not work for Filipino school children. Change as well educators’ pessimistic attitudes towards achieving quality education.

    KEEP proactive attitude. Drop reactive thinking and change the Philippine education for the better.

    It all starts with PLANNING.

    My plan is to be a better teacher everyday. To informed my students to know the real meaning of life.

    I plan is to finish my MAED within 4 yrs.if the Lord’s will.
